Here’s the thing about that… and… Most Manga authors.
They have deadlines. They have to do a set number of chapters weekly. They rarely get breaks. And for a Manga as old as Dragonball, there was rarely more than one, two or three people working on it.
Toriyama was a notorious slacker, and his demon Editor was always rejecting his chapters and forcing him to re-write the things he didn’t like, which got so bad that a caricature of his editor was a villain in his first Manga. 
So if you catch plot-holes and poor writing in a Manga series as popular as Dragonball, you can easily chalk it up to panicked rushing to meed deadlines, and rejections from the series editor.
Oh… And we all know Toriyama didn’t want Dragonball to go on as long as it did. Sometimes they don’t allow an artist to discontinue a series if it’s doing well enough.
